I wanted to explore this deeper theme of balance and not participating in the system in a way that continues the cycle. I wanted to show the organic power of community building as we continue to tackle these issues and focus on bringing all of the sides together.Was it tough to balance the competing agendas while making the film?It’s really about getting to the source of each of their grievances – looking at the different movements and highlighting those who have been marginalized. It’s a tough issue: Locals are being poisoned by the chemicals that these big corporations are using, but those same companies simultaneously provide jobs for the community. In the film, Kauai was a case study for that.Does the current political landscape (both in America and globally) change the meaning or urgency of the film?I finished the film before Trump was elected. However, it ended up being ironic that the guy we elected is similar to him (Kauai mayor Bernard Carvahlo) – it just shows that we have a lot of work to do.I think the messages uncovered are more relevant than ever. For a long time, we’ve had a higher quality of life by extracting resources from other, less-developed places. As the rest of the world starts to globalize, this creates a problem in balancing everyone’s needs. What might have seemed like just a Hawaiian or poor person’s issue is now spreading into a very global issue.Where do we go from here?It’s a two-front fight.First, civics have been an unsexy thing for a long time, but it’s time to get re-engaged with local politics. Going to your local city/county meetings and making that effort is more important than ever. It’s fascinating to see how these decisions are made and note the level of involvement along the way. As a result, we can reinvent our food systems through control and accountability.Second, the reason why we grow food the way we do is to mechanize our harvest. We’ve built a system where pesticides and row harvesting dominate the landscape. Creating a more robust and resilient framework will be key moving forward as a directive to creating more food locally. first_imgOTTAWA – Canada’s top general is taking no comfort from the fact the number of sexual assaults reported to military authorities more than doubled last year, after suggestions the increase represented a sign of progress in the fight against such behaviour.The Canadian Press reported last week that military authorities received 111 reports of sexual assault between April 1, 2017, and March 31, 2018 — over twice the 47 such reports received the previous year.The head of the military’s sexual misconduct response team suggested recently that the increase was good news as it indicated service members felt more comfortable reporting incidents, not that there had been an actual rise in such crimes.But even if military personnel feel more at ease reporting sexual misconduct than before, defence chief Gen. Jonathan Vance says he is unhappy some troops continue to ignore his order to cease all sexual misconduct.The military has not provided a breakdown on when the alleged sexual assaults actually occurred, but three-quarters of the 427 reports of criminal and non-criminal behaviour received last year actually took place in 2017 — which averaged about 25 per month.“I am in no way at all happy that incidents continue and I find it hard to find any satisfaction whatsoever in the fact that there’s more reporting showing that there’s still more incidents,” Vance said in an interview.“It is good that there’s reporting. It is not good that there’s still something to report.”Vance’s first action after being named chief of defence staff in July 2015 was launching Operation Honour, intended to effectively ban sexual misconduct within the ranks.The move followed rampant concerns that the military was turning a blind eye to such behaviour and an explosive study by retired Supreme Court justice Marie Deschamps that found an “underlying sexual culture” that was hostile to women and left victims to fend for themselves.While Vance said Operation Honour has had an impact, he acknowledged that more needs to be done in terms of understanding what the numbers actually mean, as well as more training to prevent incidents and provide better support to victims.One such effort will include providing victims with case workers through the military’s arm’s-length Sexual Misconduct Response Centre, which was originally set up as a call centre but whose mandate is set to expand in the coming months.“We haven’t been doing all the right things yet,” Vance said.“We’re working on it, but we’ve got to increase our arsenal of things to do to try and support victims and to try to correct behaviour before it happens.”Vance’s comments come as the military prepares for the release of a federal auditor general’s report next month on the Forces’ efforts to tackle sexual misconduct in the ranks.— Follow @leeberthiaume on Twitter.last_img read more

Rabat – The refraction test, also simply called a vision test, determines what type of prescription is needed for glasses or contact lenses. A controversial legal provision proposal, Article 6 of Law 45-13, states opticians will no longer have the right to perform vision tests, unless permitted by regulations.Opticians are furious. They are currently able to perform vision tests and prescribe glasses to their clients, and they want to retain that right. On the other hand, ophthalmologists claim that refraction is a medical procedure, which therefore falls in their field of expertise, in accordance with law 131-13 on medical practice. They claim on that basis that opticians should not have the right to perform vision tests.They also argue that opticians have a conflict of interest by both performing vision tests and selling glasses. They warn against the free vision tests offered by opticians, in a bid to boost glasses sales.While the conflict between the two professions only gathered momentum at the start of 2019, the plan to amend the law started back in 2015.Read also: Police Disperse Contractual Teachers Protests at Morocco’s ParliamentIn 2015, the Ministry of Health proposed a law which allowed opticians to perform refraction tests in certain specific circumstances. Opticians criticized the proposal as it made its way through the parliamentary process.Ophthalmologists only became aware of the proposal in early 2019, so until then were absent from the debate. On finding out about the law, they jumped on an opportunity to seek an amendment before the amendment deadline in March 2019. A legislative battle followed, with opticians and ophthalmologists each proposing amendments.On June 3, opthamologists protested outside the Ministry of Health in Rabat.On June 4, the Ministry of Health proposed the latest version, under which opticians will no longer have the right to perform the vision tests.On June 12, over 2000 opticians this time, from across Morocco, protested outside the Ministry, and again on June 19.The law is currently sitting with the House of Representatives. The date of the second reading has not yet been set. The law could again be modified.In the meantime, opticians are ramping up their protests. The Moroccan National Syndicate of Opticians argues their right to refraction comes from training approved by the Ministry of National Education. They emphasize that they have been exercising it for 65 years, under a decree from 1954 regulating their profession.On June 26, the opticians syndicate organized another strike and a sit-in outside Parliament in Rabat.A further strike and sit-in will take place on July 3 and July 10. read more

The Canadian Mental Health Association is looking for volunteers from Brock to join its Niagara Ride Don’t Hide event committee.The Ride Don’t Hide event, which aims to put an end to the stigma of mental illness while raising funds for mental health programs, will take place at Brock on Sunday, June 24, with participants completing bike rides of five, 15 or 25 kilometres.In the coming months, committee volunteers will help with three different working groups focused on sponsorship, rider and team recruitment, and promotions and community engagement. The Church of England will roll out online counselling sessions for abuse victims, as officials admit previous responses have “retraumatised” victims.Since 2015, an independent watchdog has been carrying out safeguarding audits of all 42 diocese to assess how the Church can better react and prevent abuse.Today, the Social Care Institute for Excellence (SCIE) published its response in which it advocated an independent and co-ordinated national team to carry out “checks and balances”. This is in contrast to bishops being responsible for individual dioceses, which is the current case.The report also contained testimonials from 60 victims of church-linked abuse, which marks the largest ever number of respondents to cases of abuse linked to the Church of England to come forward in official documentationIn response, the Church of England announced in the first initiative of its kind that it would offer online counselling sessions for survivors of church-related abuse. He added that the audits took place in a changing context and the Church has since done much to address early systemic issues raised by SCIE.Bishop Peter Hancock, the Church’s lead safeguarding bishop and chair of the NSSG, said: “It is essential that victims and survivor organisations have confidence that anybody coming forward to disclose abuse to the Church are treated with compassion, offered support and their concerns and allegations are taken seriously.”He added: “The Church recognises that significant changes will be required before survivors will have this level of confidence in the Church and that this undertaking is no simple task. Victims offered their recommendations for improvements to SCIE researchers.These included: “Avoid victim blaming by gossiping, shaming, blaming, treating us like we have nothing to offer, treating us like we are untrustworthy”, “every parish should routinely put on its pew sheet the names of the designated safeguarding person”, and [safeguarding] telephone numbers on the backs of toilet doors”.“Many construction businesses have a goal of zero accidents on site,” one victim said. “The Church of England should have a goal of zero abuse.”Another added: “I was told to go to the diocese where the abuse took place; that doesn’t work for me.”The National Safeguarding Steering Group (NSSG), part of the Church of England, said that it acknowledges that its responses to survivors in the past has been inadequate.A spokesman said: “The Church acknowledges that victims and survivors of church-related abuse have not received a consistently good response from the Church and this can lead to being retraumatised”.The safeguarding audit is currently being rolled out in cathedrals across the country.A Church of England spokesman said that the report and survivor survey “makes for very difficult reading” and the Church’s failure to “respond compassionately has undermined confidence in its own safeguarding practice”. first_imgI’ve resisted the notion that the next great gaming platform was going to be our mobile devices. The all-touch interface, the constant interruption by notifications, and that pesky moment when you have to decide between the save point and actually answering the phone call just seemed to take away from the gameplay. Nevertheless, increasingly impressive games are coming out for Android and iOS every day. The two in most recent history that really stand out, in my opinion, are Minecraft and Grand Theft Auto III. Both of these games brought to life a facet of gameplay that didn’t exist on mobile devices in any recognizable way until these two games hit the market. What makes them stand out? Their ability to be modified for a different in-game experience. I don’t think I will ever forget the first time I really experienced a fully modded game. During a particularly caffeinated run of Unreal Tournament, the flag room in the CTF match we were playing was MR. Burns’ office, from The Simpsons. Even more unnerving was that the guy who was guarding the flag had skinned his character to look like Mr. Burns, and made short work of me as I stood in shock at what I was seeing. Game mods aren’t a new thing, and for PC gamers it’s something of a hallmark of games that have truly “made it”. When you have enough control of your game that you can affect your opponents mental state by skinning your character in bright pink armor and ride a giant Pikachu into combat, you know you’ve gone too deep. With the current generation of games, there’s somewhat less of the embarrassingly weird, but nearly all of the popular FPS games out there have mods of some sort. This exists in a significantly crippled state on consoles, but in many cases it exists nonetheless. In my mind, this will always be one of things that “makes” a gaming platform.Minecraft: Pocket Edition and Grand Theft Auto III are the first games to come to a mobile platform that truly offer this level of modification. Minecraft, which is famous for the mods that can be used on the PC version of the game, is growing in popularity daily because of all of the crazy things you can do with it. The most common of Minecraft mods, texture packs, are already popping up on iOS and Android. Meanwhile, Grand Theft Auto III is a bullets to buildings port of the original, and manages to play very well on everything I have tried it on. Because the game is just a straight PC port, many of the original mods that were written for the game work, if you put the modified files in the right places. Recently, several member of the XDA Developers forum have found ways to enhance graphics, apply some of your favorite mods, and even configure a PS3 Sixaxis controller to play the game with. Because the Android filesystem is a little different from a traditional PC, all you really need to do is find where the folders have been relocated to, and nearly everything that works on the PC will work on your Android device. While this is a pretty early step compared to the wild world of game mods, the step has been taken. Much like the early days of the homebrew hacks for the Nintendo DS and the Wii, modders are going to mod if they are allowed to. Since Rockstar never had any real concerns about the PC mods, it’s not hard to imagine that this behavior will continue with GTA III. With that, it’s likely a short walk to game mods being available for download in the Android Market for your favorite games. For all we know, we could be months away from Mr. Burns surprising me for the second time in my life, on my mobile device.last_img read more

first_imgStay on target Top Movies and TV Panels to Keep on Your Radar for SDCC 2019’The Flash’ Season 5 Finale Recap: 2 Big Bads and 1 Pre-Crisis Now that The Flash has gotten us to something resembling normal for the series, this week we’re treated to a fairly standard metahuman-of-the-week episode. It’s nice to have one of these every so often where we just get to see Flash be the hero. Besides, it did move one storyline forward that’s been moving at a glacial pace since season one.Barry and Iris finally have their first date. Kind of. They get to the restaurant and try not to discuss their daily lives, leading to awkward silences and boring small talk. Before there can even be much of that, Barry has to respond to a robbery in progress. He handles it quickly enough, but before they can resume their date, Cisco summons them to Star Labs. The portal to Earth-2 has opened, and Harrison Wells steps through. He needs the team’s help. In his universe, Jessie has turned out to be a speedster, and he needs their testing equipment.Well, that’s what he says. When the tests start going well, he begins stalling. Cisco and Caitlin confront him about it, and he reveals that he isn’t very comfortable with his daughter being a speedster. He’s taking the very dad-like position that he doesn’t want his daughter rushing into danger the way Barry does on a daily basis. The reason he brought her to Earth-1 in the first place was so someone could talk her out of it.Meet Magenta (Joey King). (Photo: Screenshot via CW)Meanwhile, a girl named Frankie is dealing with an abusive foster father who demands dinner. Fed up, Frankie’s eyes turn bright purple and her foster father gets hit by a lamppost. She speaks to the police, claiming she blacked out during the incident and only came to after it was over. Julian is suspicious and surreptitiously takes a DNA sample. When he finds evidence that Frankie is the metahuman responsible for the lamppost, he and Barry confront her. She initially denies it but appears to switch personalities and tries to kill Julian with her powers.Barry changes into the Flash saves Julian and tries to reach out to Frankie. It turns out she has a split personality, and Magenta is the one with the powers. Barry also learns that she got her powers from Alchemy, meaning she had them in Flashpoint. Magenta escapes to Alchemy, and we learn that she wants to get rid of Frankie to gain full control of her powers.Caitlin tries to talk to Jesse about taking things slow, but she figures out almost immediately that her dad is behind it. Jesse confronts Harrison and speeds off. Wally catches up to her on the street, and she tells the story of how she discovered her power. She was about to get hit by a car, and suddenly everything seemed to slow down, and she was able to run away. Wally is inspired and tries to jump-start his powers by walking into traffic. SMRT! Fortunately, Jesse saves him and Wally is reprimanded by both Barry and his father.Family drama with Wally West (Keiynan Lonsdale) and Jesse Quick (Violett Beane). Just as Iris figures out that Magenta wants revenge on him for hurting her, she shows up intending to throw a tanker at the hospital. Barry tries to run fast enough to create a wind tunnel to keep the tanker afloat. Harrison sends Jesse to help out while Barry convinces Magenta to move on with her life. Frankie comes back and is relieved to find out that no one got hurt and her foster father is being prosecuted for what he did to her.Harrison and Jesse reconcile and decide to stay a few more days to run more tests. Harrison accepts that Jesse is meant to be a hero and gives her a suit. Barry and Iris agree to have a date where they don’t try to ignore how The Flash has affected their lives. Barry is called to the station where he, Joe and Julian see a security video of Clariss being killed by an apparently invisible assailant: Alchemy.This episode kept things relatively simple, which was a nice change of pace after two episodes that required Barry to explain things via time graphs. The family drama with Wally’s speed jealousy got a little tiring, but the introduction of Magenta was enough to keep things interesting. It was fun having Harrison back to rag on Barry for screwing with time, and now that Jesse Quick is here, it’ll be exciting to have two speedsters running around Central City again. Even if Wally isn’t one of them. He’s not the only one disappointed about that.last_img read more

first_imgFive months after Nike Inc. approached Vancouver about expanding in Clark County, city officials still can’t tell anyone what they offered the athletic apparel goliath to try to land some tantalizing Nike jobs here.That’s the case, even though Nike took its Swoosh and went back home. Oregon state government gave Nike the special tax treatment it wanted, and now the Fortune 500 company is hunting for expansion sites in its home state.Only a handful of economic development officials know what was on the table for a hush-hush deal dubbed “Project Impact.” Even Vancouver City Council members are largely in the dark on details. The public doesn’t know where Nike might have landed, how many jobs it would have created in Vancouver or what incentives the city and Washington state were willing to offer.The Columbian has filed requests for public documents, under Washington’s open records law, that may shed light on those and other details. A big question: Was Nike ever serious about Vancouver, or did it just use the city as a foil to frighten Oregon politicians into handing it a sweetheart tax deal?The city says it’s willing to outline its experience with the recruitment process that was used in dealings with the Nike representatives. But for now, a nondisclosure agreement between the city and a company working on Nike’s behalf prevents the public from understanding what was discussed.last_img read more

first_imgCounty government’s CEO, Clark County Administrator Bill Barron, says he will retire at the end of the summer.Barron, 68, announced his decision Thursday afternoon, saying commissioners have agreed to let him out of his contract, which was to run through 2014.His final day with the county will be Sept. 10. His salary is $174,252.The announcement comes a day after Republican commissioners David Madore and Tom Mielke elected to bypass county hiring protocol to appoint state Sen. Don Benton, R-Vancouver, as the county’s director of environmental services.Barron was visibly crestfallen by the move, telling the two Republican commissioners their action would “devastate the organization.”Barron said Thursday his decision to retire “has nothing to do with what is currently going on.”“This is something my wife and I have had planned for some time,” Barron said.Madore, who was elected in November, was also quick to dispel those rumors. “There is no connection whatsoever between Bill’s retirement and Don Benton joining the county.”“I highly value Bill,” Madore said. “He is amazing, and I hate to lose him. It’s going to be very difficult to try to replace him and if I were to wish anything, it would be that I wish for more time with him.”Both Madore and Mielke agreed that the hiring of a county administrator will need to go through the county’s hiring process, a process they bypassed with Benton’s selection.“We need to be very careful and very purposeful in that selection,” Madore said. “We won’t come in and immediately just pick a guy.
